No. Neither you nor the person you're sharing with needs an app to use a CloudCard NFC card.

The other person
When they tap your NFC card, their phone reads the link stored on it and opens your digital card in their normal web browser, such as Safari or Chrome. From there they can tap Save contact to add you to their contacts.
Their phone does need to be able to read NFC. Most modern phones can, though some Android phones need NFC switched on first. See Which phones can read an NFC card?.

You don’t need an app either. You manage your card in the CloudCard dashboard in any web browser, and any changes you make show up the next time someone taps your NFC card.
If you’d like quick access to your card on your own phone, you can add it to your home screen or wallet. Both work through your browser. See:
